**Short answer:** To start a prop firm in Dubai, most founders form a free zone company: published packages start at AED 12,500 at Meydan Free Zone and AED 35,000–50,000 for a first year at DMCC, with licences issued in hours to weeks. We found no UAE regulator statement on simulated prop firms as of October 2026; brokers need a CMA (formerly SCA), DFSA or FSRA licence. Corporate tax is 9% above AED 375,000. Confirm with a licensed lawyer in the UAE.

Dubai has become one of the main homes of the prop trading industry. Finance Magnates reported in 2024 that AquaFunded, Blue Guardian, City Traders Imperium and FundedNext all come from the UAE, and in May 2026 it reported that prop firms have "relocated to or expanded operations in the UAE", with two prop firms on Deloitte's Middle East Technology Fast 50 lists.

A prop firm sells evaluations: traders pay a fee to trade a simulated account under your rules, and those who pass can earn payouts calculated from simulated profits. This guide covers what is specific to Dubai and the wider UAE: regulators, when a broker licence applies, free zone company formation costs, tax, banking and what your website must show. Every figure was checked in October 2026 against the source cited.

## Does a prop firm need a licence in Dubai?

We found no statement from a UAE financial regulator about simulated-evaluation prop firms as of 12 October 2026. We searched for the Capital Market Authority (CMA, formerly SCA) and the DFSA together with "prop firm", "funded trader" and "challenge". The closest is a May 2026 CMA warning against "unlicensed entities, trading platforms, and websites" that names a different business.

The UAE has several regulators, and which one applies depends on where the company sits:

- Mainland and most free zones: the Capital Market Authority, the name of the former Securities and Commodities Authority since 1 January 2026 (Norton Rose Fulbright). Its "dealing in securities" category covers OTC derivatives and spot currency brokers (Finance Magnates).
- DIFC: the DFSA. A matched-principal (Category 3A) firm needs at least USD 500,000 of capital, and a consultancy suggests budgeting 12–14 months for that licence (Salvus Funds).
- ADGM: the FSRA.
- Crypto: VARA regulates virtual assets across Dubai's free zones and mainland, excluding DIFC.
- Marketing: SCA Resolution No. 10 of 2025 requires anyone giving financial content or promotion in the UAE, including on social media, to hold a licence; registration fees are waived for 3 years (Pinsent Masons). Check this before you pay UAE-based creators or affiliates.

## What does a Dubai free zone company cost?

A Dubai free zone company costs from about AED 6,000 to AED 50,000 in the first year, depending on the free zone, office type and visas. These are the free zones' own published prices; your activity list can change the package, so get a written quote.

**UAE free zone setup: published prices and timelines (free zone websites; checked October 2026; AED 3.6725 = USD 1)**

| Free zone | Published starting price | Time to licence |
|---|---|---|
| Meydan Free Zone (Dubai) | From AED 12,500 (up to 3 activity groups, flexi-desk); instant licence AED 15,000 | Within 24 hours; instant licence "in 60 minutes" |
| DMCC (Dubai) | Packages AED 35,484–49,941; first year typically AED 35,000–50,000; licence AED 20,285 a year | 2–3 weeks; e-licence 2–3 working days after remote setup |
| RAKEZ (Ras Al Khaimah) | Instant licence from AED 6,000 (1 shareholder, 1 activity, co-working) | Issued after payment |

## How do you set up the company, step by step?

The usual route for a prop firm is a free zone company with an activity that fits an evaluation and education business, not a brokerage. A lawyer should confirm the activity wording before you apply.

- Choose a free zone and activity; confirm with the free zone and a lawyer that the activity matches what you sell.
- Apply online and pay the package; Meydan lists an investor visa from AED 4,000 if you need residency.
- Record beneficial owners (25% or more) under Cabinet Resolution 109 of 2023 and notify changes within 15 days; fines run from AED 15,000 to AED 100,000 (Dezan Shira & Associates).
- Open a bank account with notarised constitutional documents and a UBO declaration.
- Register for corporate tax and decide whether you can meet the Qualifying Free Zone Person conditions.

## What about banking and payments in the UAE?

Bank onboarding usually takes longer than the licence. A UAE outsourcing firm's September 2026 guide puts it at 1–2 weeks for digital banks, 3–6 weeks for tier-1 banks and 6–10 weeks for non-resident or complex structures, with minimum balances from AED 25,000 to AED 500,000+. It notes that banks "favour physical offices" and that flexi-desks get "stricter scrutiny".

Expect to explain the simulated-evaluation model in detail, and plan a high-risk card processor and a crypto route alongside the bank. The dirham is pegged at AED 3.6725 to the US dollar, which simplifies USD pricing.

## What are the tax points to raise with an adviser?

UAE corporate tax is 9% on taxable income above AED 375,000 and 0% below it, according to RAKEZ. A Qualifying Free Zone Person "can benefit from a Corporate Tax rate of 0% on their Qualifying Income", according to the Ministry of Finance, but only with real substance and qualifying income. Whether evaluation fees are qualifying income is exactly the kind of question to put to a UAE tax adviser. The economic substance rules ended for financial years ending after 31 December 2022 (Clyde & Co).

## What must a Dubai prop firm's website show?

A UAE prop firm's website must handle data under the federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021), which reaches overseas firms processing UAE residents' data and relies mainly on consent, according to Clyde & Co. Companies in DIFC follow DIFC Law No. 5 of 2020 instead.

- Entity disclosure: the free zone company name, licence number and registered address in the footer and terms.
- A simulated-trading notice and a plain statement that the firm is not a CMA-, DFSA- or FSRA-licensed broker (unless it is).
- A restricted-countries list enforced at checkout and KYC.
- A privacy notice and consent flow that meet the PDPL (or DIFC law), and creator and affiliate copy that respects the finfluencer licensing rules.
- Languages: Arabic is the official language of the UAE (UAE Government portal). An Arabic edition with right-to-left layout is worth planning from the start.
