# Mwali (Moheli) forex licence for prop firms: MISA, cost, risks.

> What a Moheli forex licence from MISA is, what agents charge, why the Comoros central bank calls MISA fictitious, MetaQuotes' 2026 block, and banking.

**Short answer:** A Moheli (Mwali) forex licence is issued by the Mwali International Services Authority (MISA), an island body. Agents quote about €1,200 to apply and €2,400 a year (Sep 2026), with 2–12 weeks to licence. But the Comoros central bank lists MISA among "structures fictives" (communiqué republished 10 Dec 2025), and MetaQuotes stopped licensing Comoros-registered brokers from Feb 2026. Take independent legal advice first.

## At a glance

- **Licensor:** The Mwali International Services Authority (MISA), set up under the island government of Mohéli's "Mwali Services Law 1998", amended in 2001, according to MISA's own site. [1]
- **Central bank position:** The Banque Centrale des Comores lists MISA among "structures fictives" and says licensing banks and financial institutions in the Comoros is its "ressort exclusif"; republished by the Ministry of Finance on 10 Dec 2025. [5]
- **Academic view (Jul 2026):** A peer-reviewed paper: "the BCC now rejects AOFA and MISA as competent financial regulators … their status is contested or disputed". [6]
- **Register growth:** MISA had 258 firms on its register by end-2024; 119 brokerage platforms gained authorisation in 2024, against 18 entities listed before 2023 (Finance Magnates, Sep 2025). [8]
- **Agent fees:** SB-SB (Sep 2026): application about €1,200 one-time, annual fee about €2,400. Other agents quote €15,000–25,000 all-in (GBO Licensing). No official MISA fee schedule found. [12][14]
- **Capital:** Gofaizen & Sherle: €50,000 initial capital, which "may be provided in the form of a financial guarantee"; Atomiq Consulting says there are "no set capital requirements". [13][15]
- **Timeline:** IBC registration "up to 24 hours"; licence approval up to 3 months, "in practice, 2-4 weeks" (Gofaizen & Sherle). Tetra Consultants expects about three months (Jul 2026). [13][16]
- **Platform access:** MetaQuotes stopped issuing MetaTrader licences to brokers registered in the Union of the Comoros, mainly Mohéli and Anjouan, from February 2026 (Finance Magnates). [11]
- **Banking reality:** Finance Magnates op-ed (Mar 2026): "International banks and payment processors turn cold or outright refuse onboarding for Comoros-licensed entities." [9]
- **Tax (agents disagree):** Gofaizen & Sherle cite a 10% corporate tax; Atomiq Consulting says 0%. We found no official Comoros source confirming either for MISA companies. [13][15]
- **Industry movement:** Finance Magnates (16 Jun 2026): prop firms that set up in the Comoros after 2024 have increasingly secured Mauritius FSC licences instead. [10]
- **Website confusion:** Two sites each claim to be MISA's only official website (mwaliregistrar.net/.com and mwaliregistrar.org), each warning against the other. [2][3]

Mwali, also called Mohéli or Moheli, is one of the three islands of the Union of the Comoros. Its offshore authority, the Mwali International Services Authority (MISA), registers international companies and issues brokerage, banking, insurance and gaming licences. "Moheli forex license" is the term founders type; what they usually want is a cheap, fast licence to show traders and processors. A prop firm should look hard at both halves of that wish.

This page covers Mwali only. The Anjouan regime, the other Comoros island authority, has [its own page](https://pipvalley.com/jurisdictions/anjouan). For the full launch order across platform, CRM, payments and website, start at [the start-a-prop-firm hub](https://pipvalley.com/start-a-prop-firm).

## What is a Moheli forex licence from MISA?

MISA describes itself as an authority created under the island government's "Mwali Services Law 1998", amended in 2001, and claims to have "registered over 25000 companies", including insurers, gambling companies, "84 trust and brokerage companies" and 24 international banks. Its published laws list includes a Banking Act 2013, an AML law of 2014 and IBC regulations of 2014. Formation agents describe a two-step process: register an international business company (IBC), then apply for an international brokerage or securities dealer licence.

Growth has been fast. Finance Magnates reported in September 2025 that MISA "had 258 firms in its registry by the end of 2024", that "as many as 119 brokerage platforms gained authorisation" that year, and that "before 2023, only 18 legal entities were listed". One agent, Gofaizen & Sherle, says MISA "has already issued about 235 brokerage licenses". Even the authority's web presence is disputed: mwaliregistrar.net calls www.mwaliregistrar.com its official address and warns against ".org domains", while mwaliregistrar.org says it is the only official website.

## Is a Mwali licence recognised by the Comoros?

Not by the Union's central bank. A communiqué from the Banque Centrale des Comores (BCC), dated June 2022 and republished by the Ministry of Finance on 10 December 2025, lists "Mwali International Services Authority" with the Anjouan Offshore Finance Authority among the "structures fictives", states that licensing banks and financial institutions operating in the Comoros is the BCC's exclusive responsibility, and says the BCC has referred the matter to prosecutors in Moroni, Mutsamudu and Mohéli. MISA's own site takes the opposite view: "Mwali island has its own financial sector, which is not regulated by the Central Bank of Comoros".

Independent reviewers side with the central bank on the legal question. The IMF's 2010 country report recommended that the authorities "fully investigate the offshore sector developed from the island of Anjouan and possibly from the island of Mohéli" and clarify "the illegality of offshore financial and nonfinancial entities". A July 2026 academic paper concludes that "the BCC now rejects AOFA and MISA as competent financial regulators" and calls their status "contested or disputed". A Finance Magnates contributor, who advises brokers, argued in March 2026 that banking and financial legislation fall under the Union government's exclusive competence.

We found no statement from MISA, the BCC or any regulator about simulated-evaluation prop firms as of 12 October 2026. The dispute is about whether MISA can license financial services at all, which is the very thing a prop firm would be buying the licence to signal.

## What do agents say a Mwali licence costs?

MISA publishes no fee schedule we could verify, so every figure below comes from firms that sell the licence, and they disagree. Read them as marketing claims, not official prices, and ask any agent to put the government fees, its own fees and the annual renewals in writing.

**Mwali brokerage licence: agent-quoted terms (agent pages, checked 12 Oct 2026; not official figures)**

| Item | Agent figure | Agent |
|---|---|---|
| Government application fee | About €1,200 one-time | SB-SB (Sep 2026); Gofaizen & Sherle ("from €1,200") |
| Annual fee | About €2,400 | SB-SB (Sep 2026) |
| All-in licence package | €15,000–25,000 | GBO Licensing |
| Recommended first-year budget | USD 50,000 | Atomiq Consulting |
| First-year spend (critical view) | "upwards of $65,000 to $70,000" | TradeInformer (Feb 2024) |
| Minimum capital | €50,000, may be a guarantee; others say none | Gofaizen & Sherle; Atomiq |
| Time to licence | 2–4 weeks in practice, up to 3 months | Gofaizen & Sherle; Tetra Consultants |

## Does a prop firm need a Mwali licence at all?

Usually not for the model itself. A prop firm that sells simulated evaluations and pays rewards from simulated results does not broker trades or hold client deposits, which is what a brokerage licence covers. Most evaluation firms operate as ordinary companies in mainstream places; see [do prop firms need a licence](https://pipvalley.com/guides/do-prop-firms-need-a-license). A brokerage licence becomes relevant only if you also run a broker, take deposits or route traders to live accounts, and then the question is whether a disputed licence helps or hurts.

The industry's recent path is instructive. Finance Magnates reported in June 2026 that after MetaQuotes curbed white-label deals with prop firms in early 2024, several firms "rushed to the Comoros", and that "a year on, many have secured Mauritius FSC licences", adding that "the Comoros licences come from island bodies that the country's own central bank has called fictitious". Then in February 2026 MetaQuotes stopped issuing MetaTrader licences to Comoros-registered brokers, mainly in Mohéli and Anjouan. If your platform plan relies on MetaTrader through a broker, check that broker's jurisdiction first; see [what platform should a prop firm use](https://pipvalley.com/guides/what-platform-should-a-prop-firm-use).

## Can a Mwali company get banking and card processing?

Expect difficulty. The Finance Magnates op-ed of March 2026 says that "international banks and payment processors turn cold or outright refuse onboarding for Comoros-licensed entities" and that "SWIFT code checks routinely fail". Atomiq Consulting, which sells the licence, notes "reputational issues with this license which make it less favorable to banking and payment options". One agent, SB-SB, claims the licence "is recognized by many international banks", which conflicts with the BCC's position; ask for named banks in writing.

Most firms in this position bank and process outside the Comoros: an operating account where the founders live or in a fintech, a high-risk card route through an orchestration layer, crypto checkout, and a payout rail. Compare options in [prop firm payment processing fees](https://pipvalley.com/guides/prop-firm-payment-processing-fees), [crypto payments for prop firms](https://pipvalley.com/guides/prop-firm-crypto-payments) and [payout providers](https://pipvalley.com/guides/prop-firm-payout-providers).

## What are the tax points to raise with an adviser?

Agents disagree. Gofaizen & Sherle and GBO Licensing cite a 10% corporate tax; Atomiq Consulting says the rate "is set at 0%"; SB-SB says income received outside the Comoros is taxed at 0% and income inside at 10%. We found no official Comoros source confirming any of these for MISA companies. More important, if you and your team run the firm from another country, that country may tax it there. Ask a tax adviser where the business is actually managed before relying on a Comoros rate.

## What must the website say about a Mwali licence?

Accuracy is the rule. A prop firm website must never describe a MISA licence as Comoros government regulation, or imply investor protections it does not carry.

- Entity disclosure: company name, registration number and registered address, plus your operating address.
- If you hold a MISA licence, name the issuer exactly and describe what it covers; do not call it central-bank or Union regulation.
- A simulated-trading notice and rules page; draft disclaimers with [the disclaimer generator](https://pipvalley.com/tools/prop-firm-disclaimer-generator) for your lawyer to review.
- A restricted-countries list enforced at checkout and KYC; see [restricted countries](https://pipvalley.com/guides/prop-firm-sanctions-and-restricted-countries).
- Privacy, cookie and refund terms that meet the strictest market you sell into; see [what legal documents a prop firm needs](https://pipvalley.com/guides/what-legal-documents-does-a-prop-firm-need).

> PipValley builds prop firm websites with accurate entity and licence disclosures, simulated-trading notices and restricted-country logic, on any platform. See [the launch service](https://pipvalley.com/services/launch-a-prop-firm).

## When should you not choose Mwali?

- If you want the licence to reassure traders or banks: the central bank's position may do the opposite.
- If your platform depends on MetaTrader through a Comoros broker: MetaQuotes stopped new Comoros licences in February 2026.
- If your evaluation model does not need a brokerage licence: a plain company in a mainstream place may serve you better.
- If you need a recognised offshore licence: compare [Mauritius](https://pipvalley.com/jurisdictions/mauritius), [Seychelles](https://pipvalley.com/jurisdictions/seychelles) and [Labuan](https://pipvalley.com/jurisdictions/labuan), and [Anjouan](https://pipvalley.com/jurisdictions/anjouan) for the other Comoros route, on the [jurisdictions index](https://pipvalley.com/jurisdictions).

## Launch steps

1. **Decide whether you need a brokerage licence:** Ask an independent lawyer whether your simulated evaluation needs any licence; most evaluation firms do not.
2. **Read the official position:** Read the Banque Centrale des Comores communiqué and the 2026 MetaQuotes decision before paying an agent.
3. **Get written quotes:** If you proceed, get government fees, agent fees, capital and annual renewals in writing from more than one agent.
4. **Test banking first:** Ask target banks and processors in writing whether they onboard MISA-licensed entities before you apply.
5. **Check platform compatibility:** Confirm your trading platform will serve a Comoros-registered entity; see [the forex market page](https://pipvalley.com/start-a-prop-firm/forex).
6. **Publish accurate disclosures:** Launch a website that names the issuer exactly, carries simulated notices and enforces restricted countries.

## Questions

### How much does a Moheli forex licence cost?

Agents quote about €1,200 to apply and €2,400 a year (SB-SB, September 2026), while others quote €15,000–25,000 all-in, and one recommends a USD 50,000 first-year budget. MISA publishes no fee schedule we could verify. Get government and agent fees, capital and renewals in writing before paying.

### Is a Mwali (MISA) licence legitimate?

Its standing is disputed. MISA says Mwali has its own financial sector outside the central bank. The Banque Centrale des Comores lists MISA among "fictitious structures" and says licensing is its exclusive responsibility; the Ministry of Finance republished that communiqué in December 2025. Take independent legal advice before relying on the licence.

### What is the difference between a Mwali and an Anjouan licence?

They are issued by different island authorities of the Comoros: MISA on Mwali (Mohéli) and the Anjouan Offshore Finance Authority on Anjouan. The central bank names both in the same communiqué as structures it does not recognise, and MetaQuotes' 2026 decision covers both. Our Anjouan page covers that regime.

### How long does it take to get a Mwali brokerage licence?

Agents say IBC registration takes up to 24 hours and the licence two to four weeks in practice, up to three months; Tetra Consultants expected about three months in July 2026. Bank and processor onboarding usually takes longer than the licence, and may not succeed.

### Can a prop firm with a Mwali licence use MetaTrader?

Not through a new Comoros-registered licence: Finance Magnates reported that MetaQuotes stopped issuing MetaTrader licences to brokers registered in the Comoros from February 2026, mainly Mohéli and Anjouan. Existing arrangements and other platforms such as Match-Trader or TradeLocker are separate questions for your provider.
