Prop firm in Dubai: licence, free zone, bank.

Dubai is one of the prop industry's main homes, and the questions are less about the company than about the licence wording, the bank and the payment rails. Here is what UAE regulators cover, what they have and haven't said, and when Dubai is the wrong choice.

Regulator stance
We found no CMA, DFSA, FSRA or VARA statement on simulated-evaluation prop firms as of 12 Oct 2026. The closest: a May 2026 CMA warning against "unlicensed entities, trading platforms, and websites" naming a different business. 1
Securities regulator
The Securities and Commodities Authority became the Capital Market Authority (CMA) on 1 Jan 2026 under Federal Decree-Laws No. 32 and 33 of 2025. 2
Crypto regulator
VARA is "the sole authority regulating virtual assets across Dubai's free zones and mainland", excluding the DIFC. 3
Finfluencer licence
SCA Resolution No. 10 of 2025 (June 2025): anyone producing financial content or promotion for the UAE, including on social media, needs a licence; fees waived for the first three years. 4
Industry presence
Finance Magnates (May 2026): prop firms have "relocated to or expanded operations in the UAE"; two UAE prop firms appeared in Deloitte's Middle East and Cyprus Technology Fast 50 lists. 5
Banking reality
TradeInformer (Oct 2025): "there is already some tightening on the prop industry in Dubai by local banks and payment providers"; a processor said UAE banks block prop firms that do not work through it. 67
Bank onboarding time
1–2 weeks at digital banks, 3–6 weeks at tier-1 banks, 6–10 weeks for non-resident or complex structures; minimum balances AED 25,000–500,000+ (TASC, Sep 2026). 8
Free zone cost
Meydan Free Zone licence from AED 12,500 (up to 3 activity groups, issued within about 24 hours); DMCC says a first year typically costs AED 35,000–50,000. 910
Corporate tax
9% on taxable income above AED 375,000, 0% below; a Qualifying Free Zone Person can pay 0% on qualifying income. 1112
Data protection
Federal Decree-Law No. 45 of 2021 (PDPL) relies mainly on consent and reaches firms abroad processing data of people in the UAE; DIFC and ADGM have their own laws. 13
UAE customers
TradeInformer counted six firms on Prop Firm Match that block UAE customers, two of them UAE-registered and one holding a UAE financial licence (Oct 2025). 6

Dubai has become one of the main homes of the prop trading industry. Finance Magnates reported in May 2026 that prop firms have "relocated to or expanded operations in the UAE", and that two UAE-based prop firms featured in Deloitte's Middle East and Cyprus Technology Fast 50 lists. The draw is familiar: fast free zone setup, a 9% corporate tax with a 0% band, a trading-industry community and an events calendar.

This page covers the licensing and operating questions. For free zone prices, visas, UBO filings and step-by-step setup, read our separate Dubai company formation guide. For the launch order across platform, CRM and payments, start at the start-a-prop-firm hub.

Do you need a forex licence to run a prop firm in Dubai?

Not for a purely simulated model, on the public record, but there is no settled answer either. We found no statement from a UAE financial regulator about simulated-evaluation prop firms as of 12 October 2026, after searching for the Capital Market Authority (CMA, formerly SCA), the DFSA and VARA together with "prop firm", "funded trader" and "challenge". The closest item is a May 2026 CMA warning against "unlicensed entities, trading platforms, and websites", which named a different kind of business.

Every UAE company needs a trade licence for its activities, and the wording of that activity is where prop firms get into trouble. TradeInformer reported in October 2025 that many prop firms describe themselves as education providers, and noted that under KHDA rules "a firm that sells private educational services in financial services would be treated as a Training Institute". Describe yourself as a financial business and a bank may ask for a financial licence instead. Pick an activity your lawyer will defend, and use the same description with your free zone, bank, processor and website.

A real forex licence is a different project. Brokers dealing with clients need a licence from the CMA (mainland and most free zones), the DFSA (inside the DIFC) or the FSRA (inside ADGM). Crypto activity in Dubai falls under VARA, except in the DIFC. If you plan to route funded traders to real markets, read the forex broker licence guide and whether prop firms use real money before choosing a zone.

What do the UAE marketing rules mean for affiliates?

They matter more than most founders expect. SCA Resolution No. 10 of 2025, reported by Pinsent Masons in June 2025, requires anyone producing financial content, advice or promotion for the UAE, including on social media, to hold a licence; registration and renewal fees are waived for the first three years. If you pay UAE-based creators, check with your lawyer whether your evaluation product counts and whether they need to register. Our marketing and affiliates guide covers the rest of the channel.

Why is banking the bottleneck in Dubai?

Because banks decide faster than regulators. TradeInformer reported in October 2025 that "there is already some tightening on the prop industry in Dubai by local banks and payment providers", and in a separate interview a payment orchestrator said "local payment providers and banks are not willing to accept prop firms unless they are working with" it, which is a vendor's claim but matches what founders report.

Bank onboarding usually takes longer than the licence. A UAE outsourcing firm's September 2026 guide puts it at one to two weeks for digital banks, three to six weeks for tier-1 banks and six to ten weeks for non-resident or complex structures, with minimum balances from AED 25,000 to AED 500,000+, and notes that banks "favour physical offices" while flexi-desks get "stricter scrutiny". Apply to banks and processors before you commit to a zone and desk type, and keep a stablecoin route for purchases and payouts. See payments for a new prop firm and crypto payments for prop firms.

What does the company cost, and what tax applies?

Company cost is the easy part. Meydan Free Zone publishes a licence from AED 12,500 with up to three activity groups, issued within about 24 hours, and an investor visa from AED 4,000; DMCC says a first year there typically costs AED 35,000–50,000. Our Dubai company formation guide compares free zones in full, and prop firm company formation cost compares the UAE with other places.

UAE corporate tax is 9% on taxable income above AED 375,000 and 0% below it, according to RAKEZ. A Qualifying Free Zone Person "can benefit from a Corporate Tax rate of 0% on their Qualifying Income", according to the Ministry of Finance, but only with real substance and qualifying income. Whether evaluation fees qualify is exactly the question to put to a UAE tax adviser.

Should a Dubai prop firm accept UAE traders?

Some don't. TradeInformer counted six firms on Prop Firm Match that block UAE customers, including two registered in the UAE and one holding a UAE financial licence. The likely reason is the one brokers have: avoid attention in your home market. Decide with your lawyer, then publish and enforce the restricted-countries list; see how prop firms decide restricted countries.

What must a Dubai prop firm's website show?

The federal Personal Data Protection Law (Federal Decree-Law No. 45 of 2021) relies mainly on consent and, according to Clyde & Co, reaches firms outside the UAE that process data of people inside it; companies in the DIFC or ADGM follow their own data laws instead.

  • Entity disclosure: the free zone company name, licence number and registered address in the footer and terms.
  • A simulated-trading notice and a plain statement that the firm is not a CMA-, DFSA- or FSRA-licensed broker (unless it is).
  • A restricted-countries list enforced at checkout and KYC.
  • A consent-based privacy notice that meets the PDPL (or DIFC/ADGM law), and creator copy that respects the finfluencer licensing rules.
  • An Arabic edition with right-to-left layout if you will market in the region.

When should you not choose Dubai?

  • If you will not keep real substance (an office, staff, a resident manager): banks and the 0% free zone rate both look for it.
  • If you need to take card payments in weeks: bank and processor onboarding is the slow part.
  • If your growth plan relies on paid UAE creators: the finfluencer licence regime changes the economics.
  • If you want a regulated broker from day one: DFSA or CMA licensing is a separate, longer project. Compare Cyprus, the UK or the BVI on the jurisdictions index.

Launch steps, in order

  1. Write the product descriptionDescribe the simulated evaluation and rewards in one paragraph, and have a UAE lawyer confirm which licence activity fits it.
  2. Talk to banks and processors firstBefore paying a free zone, ask banks and processors whether they have onboarded similar businesses recently and which desk type they accept.
  3. Form the free zone companyApply for the licence with the agreed activity wording; see the Dubai company formation guide for zone prices and visas.
  4. Register owners and taxRecord beneficial owners, register for corporate tax and decide with an adviser whether the Qualifying Free Zone Person conditions can be met.
  5. Open the account and payment railsOpen the bank account, a high-risk card route and a stablecoin route; budget 3–10 weeks for banking.
  6. Check the marketing rulesConfirm whether paid UAE creators and affiliates need a licence under SCA Resolution No. 10 of 2025.
  7. Publish the websiteLaunch with entity disclosure, simulated notice, restricted countries, PDPL consent and an Arabic edition if you sell regionally.

Your website, whatever platform you choose

Every route on this page still needs a marketing website: the pricing table, rules, payouts, FAQ, legal pages and the checkout hand-off to your platform. Platforms and white labels run the dashboard; they don’t build that site. PipValley does, for any platform, from $1,490 (pricing, launch service, what the site includes).

Questions

Do I need a licence to run a prop firm in Dubai?

You need a trade licence for any UAE company. We found no UAE regulator statement that simulated-evaluation firms need a financial licence as of 12 October 2026, but the activity you choose decides how banks treat you. A firm that brokers real trades needs a CMA, DFSA or FSRA licence. Get UAE legal advice first.

How much is a forex licence in Dubai?

There is no single price: a real forex licence comes from the CMA, the DFSA or the FSRA and involves capital, staff and months of work. Most prop firms instead hold a free zone trade licence, which Meydan publishes from AED 12,500. Ask a UAE lawyer which route your product needs.

Is the SCA still the UAE regulator?

The Securities and Commodities Authority was renamed the Capital Market Authority (CMA) from 1 January 2026, under Federal Decree-Laws No. 32 and 33 of 2025, according to Norton Rose Fulbright. The DFSA (DIFC), the FSRA (ADGM) and VARA (virtual assets in Dubai) continue alongside it.

Can a Dubai prop firm get a bank account?

Some do, but TradeInformer reported in October 2025 that UAE banks and payment providers are tightening on prop firms. A September 2026 guide puts onboarding at 3–6 weeks at tier-1 banks and 6–10 weeks for complex structures. Speak to banks before you commit to a free zone and desk type.

Why do some UAE prop firms block UAE traders?

To reduce regulatory exposure in their home market, as brokers often do. TradeInformer counted six firms on Prop Firm Match that block UAE customers in October 2025, two of them UAE-registered and one holding a UAE financial licence. Decide with your lawyer and publish a clear restricted-countries list.

Do UAE affiliates need a licence to promote a prop firm?

Possibly. SCA Resolution No. 10 of 2025 requires anyone producing financial content or promotion for the UAE, including on social media, to hold a licence, with fees waived for three years. Whether your evaluation product counts is a question for a UAE lawyer before you pay local creators.
